PULSE WAVE Give this character a ranged combat action; halve its range value until the action has been resolved. All powers and team abilities possessed or used by characters within range of this attack as well as feats assigned to them are ignored until the action has been resolved, though wild cards using this power can use the team ability of a friendly character within range of this attack. At least one opposing character must be within range of this attack to activate this power. Draw lines of fire to every character (friendly and opposing) within range in every direction; these lines of fire ignore characters, but are affected normally by terrain. If clear lines of fire can be drawn to two or more characters, this character’s damage value becomes 1 until the action has been resolved. Make a single attack roll and compare the result to the defense value of each character in range; each character hit is dealt damage. Attacks made with this power do not target characters.
So, let's say I'm pulsewaving with Ganthet and two friendly Ruling Caste Dominators are within 8 squares of him and have LoF. Ganthet's effective range on pulsewave is now 8. If Ganthet uses pulsewave, he'd hit the RCDs, ignoring their power that extends his range. My question is....
1. Can Ganthet make this attack at 8 range, or would the fact that he's negating the RCDs put his range back to 5?
2. since he's not COUNTERING their power, he keeps the effect of their power and his range stays at 8?

Make sure you are using the most current description of the power. From the PG:
Pulse Wave
Give this character a ranged combat action; halve its range value until the action has been resolved. Draw lines of fire to every character within range in every direction; these lines of fire are only blocked by walls, blocking and elevated terrain. All powers, abilities, traits and feats used by characters with a line of fire drawn to them are ignored until the action has been resolved, though wild cards using this power can use the team ability of a friendly character within range of this attack. At least one opposing character must have a line of fire drawn to it to activate this power. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be drawn to two or more characters, this character’s damage value becomes 1 and is locked. Make a single attack roll and compare the result to the defense value of each character with a line of fire drawn to it (hindering terrain still increases character’s defense values by +1); each character hit is dealt damage. Attacks made with this power do not target characters.
Ganthet would not ignore their powers that increase his range since he would no longer be able to draw LOF with PW if he did ignore them.

Please clarify for me. Is it a cache 22?
For all intents and purposes, the range would remain 8. (It's a little more complicated than that, but it's probably not necessary to go into it.) The reason why is that one of the first things that Pulse Wave does is draw LOF to all characters within range. In this case, the range for drawing that LOF would be 8. Now if ignoring the Ruling-Caste Dominator's trait means a character with a LOF drawn to it would no longer have a LOF drawn to it, then you don't ignore the trait. So from a practical perspective, the range would be 8.
