does he always get to use the power he chooses? or only if the number of squares is less than the result, along with the range?

He only gets to use the power if the roll is greater than the number of squares between them at the time he is given the free action. The characters can move apart after that and he will continue to be able to use the power he has borrowed until your next turn.

I always thought that he couldn't shoot them because he was based.
Well, if your guy is on elevated terrain and his target is in the square next to him on the ground, a range of zero is not enough to shoot the guy below. A range of 1 is. Which is fun to pull on people. "I perplex his range to 1." "WHAT?"
I played against Gideon and found him to be extremely annoying. It seems that his special power does not require him to have a clear line of fire and therefore he was copying powers from characters on the other sides of walls. He was tough to take out.
