If Character A has Outwit and is based by opposing Character X. Could Character A use Outwit on Character Y who is less than 10 squares away.

In other words, can I use Outwit on any opposing character even though I'm adjacent to one opposing character?

Yes, you can. Outwit isn't affected by adjacency the way ranged combat is. Of course, you still need clear line of fire and the target must be within 10 squares.

To add to this:

If you are based by a character who has Stealth, for example, and they are in hindering terrain, you cannot draw line of fire. Even though you are based, LoF is still blocked because it would cross hindering terrain and the character has stealth
