Can Juggernaut legally end movement inside blocking terrain?

When he moves due to his own action along a straight hoizontal or vertical path, he ignores all terrain except elevated terrain for that action. but according to the 2010 Rulebook:

3) THE RULE OF OCCUPANCY Any game effect resulting in two or more characters occupying the same square, or characters or objects occupying a square of blocking terrain, is prohibited. If part of a game effect would cause this to happen, that part of the game effect is ignored. If moving or placing a character or object would cause this, then the character or object must instead move to or be placed in a different square. Characters with certain powers and abilities may freely travel through other characters and/or blocking terrain, but if it will end its movement in the same square as another character or blocking terrain, the moving character must end its movement before entering the occupied square.
so, sure Juggernaut ignores blocking terrain but nowhere in his power does it state that he is an exception to the rule of occupancy.
In other words, you only destroy the square of blocking terrain only after actions resolve and therefore you still cannot end your action in it.
Then how can he get Cosmic Spidey if Spidey has carved himself out a single square to hide in that is surrounded by more blocking terrain?
So you're imagining that there is a 3x3 blocking terrain on a map. Cosmic Spider-man uses Uni-Vision to target the central blocking terrain and turn it into debris. On his next action Cosmic Spider-man phases into it.
Juggernaut really cannot clear the terrain:
J = Juggs.
B = Blocking
C = Cosmic Spidey
D = Debris
Limitations:
1. He can't become adjacent to C (Cosmic Spider-Man), because Juggernaut will stop and make the action illegal.
2. He must charge in a vertical or horizontal line to demolish.

The only way I can see it is if he takes action 1 to break down a blocking normally and then takes a next action to charge up.
NV-So Blocking terrain Juggy has passed over becomes Hindering after he has bowled over it. Therefore he cannot end his move "on" Blocking Terrain. He can however end his move one short(as on the Prison map)and continue blasting thru the remaining Blocking during his following turn...?

No, it becomes hindering terrain after the action resolves. Until that time, any square he moved through is still blocking terrrain. As such, this...

... will not work. He would have to be able to move through all blocking terrain and end his movement in a square he could legally occupy all in one action. There is no stopping short.
Haha, wow...is THAT what people do w/ Cosmic Spidey? How lame.
It is one strategy. Juggernaut would have to carve a path in to get to Spider-Man. However, Juggernaut still stops when he becomes adjacent to an opposing figure, so he cannot even swipe a path past Cosmic Spider-Man.
