Is the normal sized figure on elevated terrain or behind it? If its behind it the collossal wouldn't be can't to draw line of fire but if the normal figure was on the elevated terrain it could because they are on the same elevation.
Well, if they are both grounded and elevated terrain is between them, then I would say no. I look at the chart in back of the 2010 rule book using the giant. I did not see one for colossal.

Steelmage2000 is correct. Elevated terrain between a grounded colossal character and any grounded character will block a LOF.
As for the chart, you can substitute giant and colossal for the most part although note that giant characters will not block LOF for a colossal character.
Okay, a colossal character is aiming at a normal character. Or at least would like to
C = Colossal
E = Elevated terrain
N = Normal character

Can C draw LOF to N?
If N was standing on Elevated terrain than the Colossi could shoot him.
If N & The Colossi were in hindering terrain then they both would get a plus +! bonus to defense.
If N & The Colossi were adjacent to each other The Colossi can make a range attack against N and N may make a ranged attack against Colossi.
N & The Colossi follow the normal rules for breaking away.
If N & The Colossi were adjacent to each other The Colossi can make a range attack against N and N may make a ranged attack against Colossi.

If N is elevated and the colossal is grounded, they would not be adjacent to each other. (Which is why they could make ranged combat attacks against each other.) And no break away would be needed.

I am paraphrasing for those who don't want to read the article.
LOF where characters are concerned: Only characters block LOF.
Movement: Colossi ignore every type of terrain except indoor walls and indoor blocking terrain.
Colossi cannot be knocked back.
Colossi can make ranged attacks against NON-ADJACENT characters, provided they can draw LOF, even if they are adjacent to an opposing character. But they are not sharpshooters so no ranged attacks against adjacent characters.

I wasn't sure how to put the above. If or are on top of the building, and is grounded consider them at the same level. But if your LOF crosses blocking terrain its blocked, if it crosses hindering there is a defense bonus.
You cannot outwit the colossal size ability.
You can always take an action. Every turn. Like so:
In consecutive rounds...
If the colossal has no tokens, give the colossal a non-free action and a token.
If the colossal has one token give the colossal a non-free action, a token and pushing damage.
If the colossal has two tokens, give the colossal a non-free action, and one UNAVOIDABLE damage. Do not remove tokens.
But I definitely recommend reading the above publication on the heroclix site.

You can add into that list and keep in mind that grounded terrain would not affect that LOF (other than hindering terrain in the colossal characters square). Elevated terrain would affect the LOF as you said.

Colossal figures cannot make ranged combat attacks against adjacent characters, they can only make ranged combat attacks out to other characters. If they are next to each other, and one is elevated, then yes they could make ranged combat attacks against each other, but they are not considered adjacent in that situation.
