i know the old rules said nico minoru couldnt use every power related feat, but i cant find in the new rules where it says she cant. such as giving her auto regen and using it when she choses regen for that turn. since now any feat can be assigned to any one, but needs to meet the prerequesite to actualy USE the feat they have, can she do the same?

Yes under the new rules all she needs is the ability to use the power.
