Not so; it will work just as with Willpower. To take effect, the power must be on throughout the entire attack, and so it and CCE cannot be used with the same attack. As of now, however, the two powers exist in different universes, so it isn't a major problem.

You made the same mistake I always make, HeroComplex. Forgetting Parasite. But to clarify, since SE is not optional, and CCE is, there would be no choice like there is with Willpower, right? The character would have to use SE and not CCE.

But as far as the combo goes, you're right. Because Steal Energy isn't optional, you would be forced to forego CCE and instead heal for a single click. Which means that should this combo appear, they will probably errata Steal Energy to be optional. Then again, it might never come up.

Parasite does not have CCE, so as of now the entire situation is purely academic. But if he did, then that would be the case, yes.
