If Jean TK's Rogue, can Rogue "carry" Wolverine?

No. A flying figure can only carry another friendly figure is the flying figure was given a Move Action.

Since Rogue was not given a Move Action, she cannot carry Wolverine while Jean Grey TKs her to a different location.

Does this make sense?

Rogue cannot carry Wolverine while she is being TKed.
You can only carry someone when you are given a move action. In this situation, Rogue is not given any action at all.

No, a character can only carry another figure when he/she is moving as a result of being assigned an action.
So in this situation where rogue is moving as a result of Jean Grey's telekinesis, cannot carry any character.
