Phobos SP states:

Phobos can use Force Blast. When he does on a roll of 4-6 after the action resolve, the affected character becomes friendly and may be immediately given an action as a free action, an then becomes friendly to its previous controller´s force.

Whirlwind: When the character uses force blast, the result of the six sided roll can be split among multiple target adjacent opposing characters. The targets are then otherwise affected normally by the Force Blast:

Question is if I add this feat to Phobos and I am adjacent to 3 opponent figures i do the force blast roll a 5 I split the result among the 3 characters do to the SP of phobos would I be able to control the 3 target characters in this regards?

Yes, that is legal.

The reason that this would be legal is because the SP just required he roll 4-6 right? The results afterward do not effect the outcome of the power. Thus because the same result applys to all characters the SP would apply to all characters.

Pretty much. But a character needs to be actually knocked back by Phobos to be affected, so no giving 0 knock back to someone and then controlling them. This means that with Whirlwind Phobos can control 6 characters at maximum, even if there were 8 adjacent characters.
