Judge notwithstanding, for GoW only the Drone and Mauler are generics.
As for Halo, only Master Chief(s), Arbiter(s), Sgt. Johnson, Cortana, Tartarus, & The Prophet of Regret are non-generic.

There have been several Arbiters, but in the game series, there was only the one.

While as far as Halo mythos goes, arbiter is a title (one of shame however) the arbiter represented in Clix (from Halo 2-3) is a particular character. Much like how Scientist Supreme is a title in the Marvel Universe, however the one represented in clix is a unique individual.

Yes, Arbiter is a title, but for the sake of the Halo games, it was a particular Arbiter that we followed through the games. His "real" name was Thel 'Vadamee

Just want to point out that this is true of all games except Halo: Wars. The Arbiter in that game is a different character that is nowhere near as awesome as the one in 2 and 3. Plus the one shown in Halo: Legends (anime) is also a different Arbiter as well (and it seems that was before Arbiter was a shameful title).

There is only one arbiter at a time, and that Arbiter is the 'Keith David' Arbiter. The Arbiter in Halo Wars is a different guy.
I don't think Arbiter is a shame title. The character in the game was shamed and then given the title of Arbiter. All Arbiter's died in their grand duty and it was his shot at redemption.
