I have searched through the threads and I have not found this answer, but can EACH Outsiders character target a different character with the TA? In other words, can more than one character be targeted?

Short answer: yes.

You can definitely outsider target more than one character, the "once" part is just to indicate that you're only able to do it once per character [with the outsiders Team Ability).
