First off, thanks in advance for everyone who answers. I have a few general rules qestions:
1. Ranged Combat Expert in conjunction with Perplex. It's my belief that you can't Perplex anything up on your dial if you're going to use RCE. This includes Range, Attack as well as,obviously, damage. Is this correct? I know you can Perplex down te oponents defense.
2. Barrier. I know the rules states that Barrier may be flown over, but can a flyer (hovering) shoot over it? Can someone on top of a building shoot over it at a grounded figure? Lastly, can a flying figure shoot over it at someone on the edge of a building?
3. Line of sight. Does a flyer (one right next to a buiding) have line of sight to attack a figure that's one square back from the edge of the building?

2) Hovering: No Elevated: Yes Flyer at elevated: No

it would depend on if Iceman is soaring or not. If he is then he would have line of sight. but so would Doc Samson to him , its just that ranged combat would be at half value. which i would think Iceman would be at an advantage here. otehr wise the previoius answer would be correct, if Iceman was hovering.

I think that it is no in all cases. A Barrier acts as blocking terrain. If you are on the edge of a building and are trying to shoot at someone on the ground you have to draw your line of sight. When your line of sight is drawn, if it goes through any blocking terraing, except the edge of the square you are in, then you can not target the figure. Elevated characters can only have one line of blocking terrain between them and their target, and that one line has to be the edge of the building in the square they are standing. Is that clear?

If Iceman is soaring then he wouldn't be able to fire at Doc Samson anyways. Soaring figures can only interact with other soaring figures. Grounded figures can shoot at soaring figures by cutting their range in half.
to my knowledge soaring characters with ranged combat can fire when soaring , there ranged attack would halved as well. so Iceman could shoot at Doc as long as his range at half was within. I mean Firelord wouldnt be as highly talked about if what u say is the case

This is directly from the FAQ. It backs up exactly what I said.
• Ground-based and hovering characters can shoot up at a soaring figure, but not vice versa.
• Soaring figures can attack only other soaring figures.
• Ranged attacks between two soaring characters are not affected by grounded terrain.
However, given that a grounded character CAN shoot at them, and the furthest range is 12 (ie 72ft) we have to consider soaring characters to be no higher thn that. The fact that a soaring character cannot shoot a groanded character in return is a silly rule, but is a necesary game mechanic. Without it, Flying characters doing +3 damage would rule the game...
