The CSA team ability states that the csa member can use probability reroll but an action token has to be placed on a friendly character. Does that mean even a character without the team ability can get the action token? or do they also have to have the csa team ability?

Characters using the Crime Syndicate team ability may use
Probability Control. When a roll is ignored because of this
team ability an action token must be placed on a friendly
character on the battlefield or the roll is not ignored. This
team ability can’t be used by wild cards.
It just says friendly character, so they don't need to have the Team Ability.

Characters using the Crime Syndicate team ability may use Probability Control. When a roll is ignored because of this team ability an action token must be placed on a friendly character on the battlefield or the roll is not ignored. This team ability can’t be used by wild cards.
All it says is 'a friendly character'. If the TA was required, it would have said 'a friendly character that possesses (or uses, depending) this team ability'.
Xman, My favorite use of the TA was back during Collateral Damage. Pair up Owlman with Exp Dr. Mid-Nite and you have a team that's ready to whoop some butt! Back before the reduction on heals, I played those two against R Icons Supes and we saw Owlman's ENTIRE dial no less than 3 times!

Then y does it say if u don't give an action token the first roll is good?
It doesn't say that. It says that if a roll is ignored, you need to place a token. The second your opponent rolls again the original roll is ignored. You don't get to see what they roll for their second roll and only after that decide to ignore the first roll.
