Can you use running shot and pulse wave against skull infiltratir's body double SP if you aint able to target him?

Body double: at the begining of the gsme, you may choose an opposing chacter with a range value of 4 or more. If you do only that character can target skull infiltrator with ranged combat attacks.

Yes, you can, because line of fire with Pulse Wave is first drawn to a character to see what powers will be ignored, then the the attack goes off. So, Body Double would be ignored first, then the Skrull is attacked. For a lengthy discussion with a similar intent, see this thread about Agent Coulson and Pulse Wave.

Note that the important part here is Pulse Wave, not Running Shot. Running Shot without Pulse Wave would not be able to make the attack. (Just to be sure you weren't asking about whether both Running Shot and Pulse Wave as individual powers could.)
