Clarification on new PAC wordings for L/C and Phasing
I just wanted to make sure that the part in the rule book about water terrain treated as hindering for movement and the green square in the PAC description covers it. I ask because water terrain is its own separate color but is not explicitly listed.
Pretty sure it still applies but one can never tell.

On the New PAC (low res it shows Leap/Climb and Phasing/Teleport as using the special movement and ignoring outdoor blocking, hindering, characters and ignores characters. However it does not show that it ignores water terrain. Is this intended in the redesign of the power or a mistake?
(I am guessing that it was a mistake as not many maps have water terrain and people don't usually choose those maps anyway)
So, just confirming something with the new PAC... It seems odd.
Does flying ignore water when moving? Or why does it not mention flight ignoring the blue square (water terrain) in the PAC?
Flight ignores Hindering (Green Square) for movement. Water (Blue Square) is Hindering for Movement. So Flight will still ignore Water for movement. In retrospect, considering the amount of confusion this is causing, it would have been better to add the blue square where the movement effect is ignored, but there's really no change to the rules. It's always easier with hindsight.

All water is hindering terrain, but not all hindering terrain is water. Some characters only ignore water so water need a separate designator so characters that just ignore water can continue just ignoring water.
At first glance it does look like the new PAC makes a new separation between water and hindering. But the new rulebook under water terrain it says water is hindering for movement and clear for line of fire. So things that ignore hindering continue to ignore water just like before.

And note this "phrasing" (if that's what you want to call the little colored squares) isn't even really new. Here's the still technically current L/C:
Leap/Climb
Give this character a move action and move it up to its speed value. It automatically breaks away, may move through squares adjacent to and occupied by opposing figures, and ignores the effects of hindering terrain, elevated terrain, and outdoor blocking terrain on movement. When you give this character a close combat action, it may target a character regardless of the target's elevation.
Notice water is never specificially addressed there, either.
