Remember I come from the Magic the Gathering prior to getting seriously into Clix. In MTG land (and in the boring old real world) when 'and' is listed withen a power set, both things on ethier side of that MUST happen. 'May' leaves a choice as to doing whatever is listed or not 'Or' means you choose one or the other. we all ethier already knew this, or currently do yes?
Is this the same in heroclix?? I'll provide an example....
COMING AT YOU: Attrocitus can use Charge and Flurry. To me this means he can use the charge ability and Flurry.. I dont think you can use them together due to the powers, but there is and otion to use whichever one. I can see this one reading 'or' instead of 'and'.....
FOCUS ON MIND AND SPACE: Adam Warlock can use Hypersonic Speed, Mind Control, Penetrating Psychic Blast, and Phasing/Teleport.
FOCUS ON SOUL AND TIME: Adam Warlock can use Incapacitate, Poison, Steal Energy, and Telekinesis.
Again, it seems to me that none of these can be used in conjuction with each or so it should be listed as 'or'. Yes I can use poison and then steal enegry since they are different actions. But to newer players it could read that they thought they could HSS range and PPB.
I guess my overall question would be...is there a reason behind the 'And' over the 'or'?

There is nothing about the conjunctioin "and" that necessitates they happen at the same time or that one can not be done without the other.
The conjunction "and" just puts all options before you. The conjunction "or" in many contexts will function exactly the same as "and" does.
The key words are "can use" that sets the context for either "and" or "or" it sets up the list of powers that you "CAN use" which is why "or" or "and" are interchangeable, or perhaps I should say that is why "or" and "and" are interchangeable. Sometimes it simply makes no difference what conjunction you use to hook up your words and phrases and clauses.

It's like saying a character can use charge, blades/claws/fangs, and close combat expert because they show green, red, and purple on the dial, respectively. Just because you can use the a power doesn't mean you have to.
You should always say "Thank You", or at least say "Please."

Even in this context the standard use of "OR" applies no exclusivity where A prevents B when A or B is true.

And = can use all powers listed and can use each of those powers independently or together if they are compatible.
Or = can only use one of those powers listed, and must choose one, thus you can't use the other(s).
An example of "or" is The Question.

Correct. In fact, in Avengers (where this whole concept of special powers was still brand new), both 'or' and 'and' were used. Classic example is Moon Knight:
Multiple Personalities: Moon Knight can use Close Combat Expert, Perplex (targeting only himself), or Ranged Combat Expert. After resolving an action in which he uses one of these powers, deal Moon Knight 1 penetrating damage.
Only thing keeping him from using those powers all at the same time is the fact that both CCE and RCE are activated by a power action, so can't use them both in the same turn. Well, that and the penetrating damage adds up fast.

This cleas up alot for me. I knew I needed to clear my head of the MTG word ruling, and sometimes its hard to get around it. Thank you

Charge is a power action that lets you do two things: 1) Move up to half your speed value. 2) Take a close combat action.
Flurry is a close combat action that lets you make two close combat attacks.
You take a power action to use charge, move up to half your speed value, then use the granted close combat action to activate flurry, then make your two close combat attacks.

You can (as a rule) only give a figure one non-free action per turn, and a given type of action can (as a rule) only be used to activate one effect.
Charge is activated by a power action, and allows you to give the figure a close combat action as a free action.
Flurry is activated by a close combat action, so they work together.
Charge will also work with Exploit Weakness, for the same reason, but the Close Combat Action can only activate Flurry or Exploit, not both.

For charge and flurry, the distinction is in the wording.
Charge requires a power action to use, it grants the character the ability to move half their movement and then perform a close combat action as a free action.
Flurry requires a close combat action to activate, it lets you make two close combat attacks.
Hypersonic Speed lets your character move and sometime during that move make a close or range combat attack
This is why you can charge -> flurry, but not HSS -> flurry

Actually, yes. But if they are only allowed to be given one free action does that mean (say in SM001 Supermans case) that I could NOT outwit something then HSS?

Only one NON-free action. You can take as many free actions as you can per turn in addition to the one non-free action.
