Had a situation come up this weekend that I disagreed with, but the rule book is ambiguous. A player used a theme team prob then was later given an action to move. According to the rule book:
Themed Teams
The character using Probability Control in this way:
- Must be given an action token (this does not affect your Action Total for the turn).
Rounds, Turns, and Actions
A character can never be given more than one non-free action per turn.
There is a bit of a distinction here - one says action token, one says non-free action. So can you use a theme team prob then be given another action? Is there another clause in the book I am missing?
Theme Team Prob is not an action, so yes, you can give a character an action token to use a Theme Team Prob, then later in that turn give that same character a non-free action.

You aren't missing anything.
Actions and actions tokens are NOT the same thing.
A figure can only be given one non-free action per turn.
If a figure uses a TTPC, it hasn't been given any action at all, not even a free one. Additionally, the only action restiction of TTPC is that the figure can't have been given a non-free action before using the TTPC.
Nothing at all prevents you from giving a figure a non-free action after using a TTPC.
So for a character given a ttpc take a push for using a non free action afterwards? If the ttpc grants a token, givn a non free action afterward will place a 2nd one on the fig. Am I mistaken?

No. If you give a character a TTPC token and then later give the same character a non-free action; It will receive a second token and take pushing damage if applicable.

I have no idea what you are asking.
For one, as already established in this thread, TTPC isn't activated by an action. So I don't know what you mean by "give a fig and action to gain TTPC"... my best guess is you meant "give a character an action token to use TTPC."
For two, what does Carry have to do with anything?
I think what he's asking is if a character can use TTPC after being carried, probably because he doesn't get that it's not an action and is therefore not restricted by NAAT.

RB, page 23:
Any character on a themed team can use Probability Control. This use of Probability Control does not count towards any other game effects that reference the use of Probability Control (such as meeting prerequisites for feats). If the shared keyword is a generic keyword, the team can use this once per game for each 300 points (or fraction thereof) of the game’s build total. If the shared keyword is a named keyword, the team can use this two times per game for each 300 points (or fraction thereof). The character using Probability Control in this way:
• Must possess the keyword that establishes the theme of the force.
• Must not have already taken a non-free action this turn.
• Must not be able to use Probability Control through another game effect.
• Must not have used Probability Control in this way earlier in the turn.
• Must be given an action token (this does not affect your Action Total for the turn).
"Using" as in "Using TTPC right now and not at some later time".
You give the character the token when it uses PC. Not before and not after.

That's a bit like saying you want to give a character an action token now because of an action you're going to give them later in the turn. It doesn't work that way.
The token is given because they use the TTPC. TTPC is not 'enabled' by giving it to them. It's a result of them using the TTPC.
