When using Summon the Bats, can you use incap and smoke cloud with at the same time? Is that what the ability is implying?

Was playing a game and was trying to decipher if that was the way the figure worked. Please let me know. Thanks!

You can use Smoke Cloud and you can use Incap. Not at the same time though, it's just saying you can use them both.

it allows you to use either of the following:
Smoke Cloud, or
Incapacitate(with 2 targets)

since Smoke cloud is a power action, multiple targets doesnt matter since it doesn't target anything.

Incapacitate is a close or ranged combat action, so if you choose ranged combat, you can target 2 targets inside your ranged(different targets ofcourse), roll once for both and compare values to see who is hit.
