The Unspoken doesn't stop a character from using a power action as a free action. They are given a free action to use a power action. The Unspoken prevents from from being given a power action. In this case your not being given a power action the character was given a free action.

The Nexus stops close or ranged combat attacks. You can't Charge into the Nexus and get to attack even though the attack is a free action because your still making a close combat attack.

Yes, if you can't give someone a power action, you can't give them a power action as a free action either. It's still a power action, just a free one.
