No. Not unless it specifically says "this character can make ranged attacks against any opposing characters even when it is adjacent to an opposing character".
cannot do this. I believe Colossals can.
Visible Dials and Pushing Damage need to be optional. This is the way.

That's not how I see it. allows you to ignore opposing characters for line of fire purposes, it doesn't say anything regarding ignoring adjacent figures.
The 2012 PAC brought about some new symbols that were deisgned to help clarify this. As I do not see them in the Smilies list, I'll have to describe them.
Symbol 1 - [Bullseye Target] - this indicates that the character can use "Improved Targeting" - an ability that indicates the character has special effects whenever it draws a line of fire.
Symbol 2 - OO (two circles touching each other). Bullseye character has the OO symbol, it "may make a ranged combat attack targeting adjacent opposing characters." The 2 circles are supposed to make you think of 2 characters adjacent to each other. Now, this should be clear that when you can do this, you can make ranged attacks against opposing characters but nothing in that description would allow you to make ranged attacks against non-adjacent characters while based. That brings us to ...
Symbol 3 - OO> (two circles with an arrow drawn through them). The game effect very simply states the character "may make a ranged combat attack while adjacent to an opposing character." This would allow you to make a ranged combat attack against any opposing character, even if you were based.
Colossal characters get to use Colossal Stamina, which grants the character the ability to use [Bullseye]OO>. This means ALL characters can make ranged attacks while based. And a common question is "can I target adjacent characters, or only non-adjacent characters?" While the answer (pre-2012) used to be "only non-adjacent", the simplification to the symbols means that colossals can make ranged attacks against adjacent and non-adjacent alike (and with more than one target, can target both).
Sharpshooter, in contrast, grants the character [Bullseye]OO - so it can make ranged attacks against based opposing characters. For completeness I will point ot that Sharpshooter actually grants [Bullseye][Opposing characters]OO which means it can do what I just described AND it can also ignore opposing characters for line of fire purposes. Which means a Sharpshooter caught in the following situation:

Where out Sharpshooter is in a 2x2 square and wants to target B with a ranged attack, he can, so long as character A or C is an opposing character (if they are both friendly, he can't ignore them and he'll have to close combat against B).

Harpua says that colossals can't shoot adjacent figures while Vlad3theimpaler says "I'm taking that to the deputy cave, because norm's post (there) does not match up with what I think I remember from a previous discussion."
Since the PAC doesn't allow the shooting of adjacent characters in my opinion, I'll be ruling it that way until it gets changed or clarified differently.

Because Powers and Abilities are their own rules and are allowed to change how the rules work, except for golden rules.
