To bring in the official word, evil is correct.

The starting areas on the big maps when they are not designated are the first 2 rows of an edge, EXCEPT the 4 squares closest to either side.

So in Nation X's case, the starting area is all the squares from W-6 and X-6, through W-20 and X-20.
