Okay, I'm not quite sure what you're asking here, given your example. All of the r/e/v Wasps are cheaper than U Wasp, so I suspect your question is really "what is the cheapest character with incapacitate and multiple arrows?"

If that is your question, then TychesCoin has the answer - Rookie Boomerang. 24 points, two arrows, two clicks of Incapacitate.

If you are, indeed, looking for the cheapest incapacitate, as Psylockeslover said it's the Rookie SWAT Officer at 18 points.

The cheapest incapacitate with range is Rookie Yellowjacket at 22 points.

ok cool those suggestions really helped. :D I was attcually looking for the cheapest incapacitate w/o any extra superpower, but I was really unclear of like the characters and whatnot. Wasps was the only character I was aware of having incapacitate, lol i guess I better go study my heroclix. :D
