My question is this: when does Ghostie get his free penetrating damage? Is it immediately after receiving his second action token, at the beginning of his next turn, or both?

Well its a free action, so you could only do it during your turn, and only once, but other than that the only restriction is that he needs two tokens. You could do it any time during your turn so long as you have 2 tokens at that point. You could say, charge in, get a second token, take some other actions with other people, and then use the chain.
Turn 1: Give Ghost Rider an action so that he has one action token.
Turn 2: Give Ghost Rider an action so that he has two action tokens. Give a free action to deal 1 penetrating damage.
Turn 3: Give Ghost Rider a free action to deal 1 penetrating damage. Clear tokens at end of turn.

This would be my interpretation of the power, but this isn't the way the judge handled it yesterday. I would like to see an official ruling on this from an orange.

Pretty cut and dry if you ask me. Does he have two action tokens before the end of your turn? If yes then Hellfire Chain is good to go. Does he have two action tokens before the end of your next turn? If yes then Hellfire Chain is ready again. I can not imagine any way that power could be interpreted differently.
I think his feeling was that it would only trigger one time because if it triggered twice that would be over-powered. It was a friendly game, and it was my first time at that venue, do I wasn't going to make a big deal about it. I'll send him a link to this thread do that he will know how to call it in the future, as it's bound to come up again.

If he thinks that's overpowered, wait till he sees a Utility Belt wielding, +2 to combat values, on the flurry click, Ghost Rider ride his motorcycle onto the back of the Batcycle, not roll to spin off of the +2 flurry click. Then on the next turn ride that concoction off doing a running shot, followed by Ghost Rider doing a wheely off of the Batcycle into base contact with his next victim. All while flinging his chain around anytime he has two tokens on him.
If you ask me, KittyClix can't come out soon enough.

How does GR not roll off of the flurry/+2 click of the belt? You can't choose to take a damage like you can with the gauntlet.

Characters that are removed from the battle map are not affected by any game effects and may not use their own game effects except as stipulated by the effect removing them from the map.
Since the UB doesn't say in its description that it keeps working off the map, it doesn't.
Yes, this means you wouldn't have to roll if the character is a pilot. Bit of a bonus, there. But it also means that you can't use the modified combat values of the pilot when taking a trip with the vehicle. So a bit of a negative, with that one.
There's a motorcycle riding a motorcycle, and you're worried about a belt?

Ok, I was reading it as the Batcycle being the target of the attack. It makes much more sense when I read things as-intended.

Now I know why they didn't allow vehicles to pilot vehicles. You've gotta draw the line somewhere, and a girl riding a horse riding a motorcycle flying the Invisible Jet probably would have been just a little too much, even though it's something I would have loved to have seen.
Thanks for everyone's feedback on the Ghost Rider power. I'm the foolish judge who sometimes takes a minute to decide upon the intention of a Special Power. It was our ASM set week at the venue, so this was my first time to see Ghost Rider in play.
I guess the power does make sense based on the wording and that's how it will be ruled from now on.
That's how I initially felt that it was worded. I was just a bit worried that it was overpowered and I was forgetting some rule. But that is very interesting that you get an automatic 2 clicks of unavoidable damage to your opponent just for taking a second action.
Keep in mind....it is 2 unavoidable clicks. Even if your opponent rushes to KO Ghost Rider to avoid the 2nd free action at the beginning of the next turn, they will still take the Mystics damage. So, no matter what happens, your opponent will take 2 unavoidable damage for simply taking that second action. The only real defense against it is to make sure you are far away from Ghost Rider as it only works within 3 squares.
