If Nick Fury has the ATA, then friendly Jason Blood should be able to use PC from 11 squares.

My reasoning is that the first part only specifies a friendly character.

i had asked this a month ago and you had said it covered the whole team regardless if they had the shield KW. so if you had 2 pieces with the ata your force got the +2. ill try to find my thread.
