The issue is under 2013 you will not be able to do the same action with the second action.
But there is still this entry in the Player's Guide
Quote
The free actions used in this ability may activate the same effect.
if it stays after the change over is still yet to be seen.

What has everyone saying that you will no longer be able to use the same effect twice?
Because the 2012 specifically stated it in the Ability rather then a clarification, where 2013 version has it droped from the Ability description.

I see, thank you. So we are in limbo until the next pg or has this been ruled on?
This is that stage of waiting where we need a "Jumping to Conclusions" mat.

FREE ACTION
Some game effects do not require the character to be assigned an action token when that action resolves, or they allow a character to do something after the character uses another kind of action, such as a power action or move action.
Using a free action does not consume one of your available actions for the turn, and you may give your characters as many free actions as game effects allow. A character may not activate the same game effect twice in one turn with free actions, unless the game effect indicates otherwise.

My thoughts on this - may be 'wrong' according to WizKids, but I'm seriously considering this as local rule.
MultiAttack does not grant 'Free Actions', it grants any two actions. If the text read: "It can be given two actions as free actions." Then I would agree, but the word "any" and the fact that you are initially using "actions" seals the deal for me.
May be thin, but I think WizKids has REALLY wrecked a lot of existing characters (colossals) if you change it. Kids spend money on this game and it seems like WizKids just wants to create barriers to entry for new players. I don't care for colossals, but lots of my players do - so I'm going to protect them.
PS: Hey Wizkids - I also allow purple ringed figures into almost all tournaments. My players have fun playing.
Chuck Norris and Superman once fought each other on a bet. The loser had to start wearing his underwear on the outside of his pants.

WizKids is allow about you having house rules that support friendly fun games for your venue. Otherwise they wouod not have them.

I guess the key is I'm not using a "Free Action" to activate a power or ability, I'm using one of the "actions" granted by Multiattack.
Multiattack doesn't change the requirements to use a power. Running shot still requires a power action before you can use it. Multiattack just turns the action into a 'free' one after the fact.
