Are you allowed to play with a print out of your characters and their dials or do you have to memorize their dials?

Do relics like the utility belt or gauntlet count towards your 10% FEAT build?

Only the dial information that's currently showing through the dial slot is legally accessible by all players. Outside information such as a full dial printout is not legal.

No since they are not feats. But any and all rules may be modified by the venue and judge but they're supposed to let you know of any changes from the regular rules ahead of the event.

2) Relics are not Feats, so no.

1. I do know you can't look up your opponents. Apparently referencing is considered cheating.

2. Resources and relics aren't feats so they do not count towards the 10% limit.

MikeTheRed linked a thread where the EXACT ruling is listed that tells you that you are not allowed to use dial references for any dial whether they are yours or your opponents.
