The best villains are Darkseid, Mordu, Culp and Vandal Savage
I also include the Brainiac with the yellow hair and green skin (I don't care for Brainiac 13)
BTW, the Mordru fig is WOEFULLY underpowered. 109 points! What are they thinking? This man trashed the JLA, the Legion and took on Doctor Fate in his own freakin' medallion!
Even the Legion needed another Sorceror to just even it up!
Mordru ought to be almost the mystical equivalent to Galactus. At very least, they should have made him in the 200+ point range. This is the guy that Mon-EL and Superboy ran away from!

1) Killer Moth (!)
2) Mr. Nobody of the Brotherhood of Dada
3) Joker (when he's written properly)
4) The Riddler (see above)
5) Promethesus (best villian created in the last 10 years)
All you have to do is dip your hand into Arkham Asylum and pull out a gem.
If handled correctly Batman villains can instill immeasurable levels of terror in the average man. Behind their gimmicks lie a core of insanity, and the frightening possibility of reality.
At first glance they may seem silly and under-powered. However, within each lurks true villainy - insanity unchecked by the morals of the common man.
The writer who chooses Riddler, Scarecrow, the Mad Hatter or, god forbid, the Joker had better strap himself in for a trip through the macabre.
These characters are sadists and killers. Only the Bat is willing to join them in their miasma of mental mania. Within the darkness of insanity he wields the same weapons as his prey... only the Bat fights for us.
As a villain the Joker stands out as a true psychopath. His deeds have left a trail of murder and disfigurement throughout the DC universe. Who else in either the Marvel or DC continuums can rattle off a list of crimes that hold to this very day? Who else has killed a hero? Who else has crippled a hero? Who else has murdered the wife of a main character... and had those moments remain?
True, others have committed unspeakable acts, but their achievements fade with time or are covered up with continuity changes and revamps.
Ask Commissioner Gordon about the depth of the Joker's evil.
