I got my scenario pack months ago, but i neglected to check if it was complete. turns out i'm missing the scenario rules. I didn't think this would be a problem, but i can't find a copy online anywhere. does anyone know where i can find them?

I don't think mine came with one either. I never thought to look at what the contents were since I was mainly interested in the maps, the tokens, and the hammer.

On a related topic, I just got my Captain America Winter Soldier starter set. It did not come with the PAC as advertised. The back of the box said there should be one in the set but that wasn't the case.

I've got the pages scanned but when I tried to upload them to a photo album here on the realms, it said I was missing a security token or something like that. I'll try to post it to an image host and then link it for you.

Your issue with the PAC is already acknowledged by WK, they're going to give physical copies to distributors who will pass those along to stores.
