Improved Targeting and ranged powers that don't deal damage
I remember when the AvX Cyclops was first previewed that many people were excited about him being able to use Outwit through blocking terrain. I've been trying to find a thread to clarify that this is the case but haven't been successful in finding an answer one way or the other.
So, does Improved Targeting allows the use of Outwit, Perplex, Probability Control, etc. through whatever it is that IT is allowing the character to see through? Or is Improved Targeting only for making actual, potentially damage-dealing attacks?
Improved targeting: Blocking , allows the character to ignore blocking for lof and lof within range is all that is required for those powers.
I CAN STILL SEE THE DREAM: Improved Targeting: Ignores Blocking Terrain. When a ranged combat attack resolves, any blocking terrain along its line of fire to the target is destroyed; May make a ranged combat attack when adjacent to an opposing character.
The bolded part is all that outwit, prob and perplex care about, the rest applies to attacks whether they deal damage or not.

A character with the Improved Targeting symbol uses the effects indicated by its character card. Improved Targeting activates whenever the character draws a line of fire.
For all I knew, it might have been ruled otherwise and I'd just missed it. Good to know. Being able to use those powers through blocking, hindering, or whatever else a character's Improved Targeting ignores is a great asset.
