Have an interesting question regarding Pulse Wave and Greigoth's Hammer that I saw come up when watching the video of a game during the recent ROC Super Qualifiers (link to video if interested: http://www.youtube.com/watch?v=c-QCax703gQ Attack occurs around the 24:15 mark):
In the diagram below:
1 = Clear Squares on Level 1
2 = Clear Squares on Level 2
H = Hellfire Club
L = Lizard (who has Greigoth's Hammer)
B = Bruce Wayne
1 2 2 2 2
L 2 2 2 2
1 B 2 2 2
1 2 H 2 2
In the diagram there is a vertical separation of elevation straight down those squares between the first and second column. As you can see the first column is all level one elevation, second column is all level two.
Anyways, Hellfire has Pulse Wave with a range of 4 and uses it. Lizard has Greigoth's Hammer which gives him Giant Symbol. So the question is Lizard taken into account during the Pulse Wave. Reading the order of PW it sounds like he would have the LOF drawn to him since he would also occupy Level 2 because of Greigoth's Hammer. However the Pulse Wave is gonna ignore all game effects, thus ignoring Greigoth, thus ignoring Giant Size, thus he is no longer on Level 2, kind of making targeting him now illegal in my mind. But I can see on one hand how with how PW is worded, the attack could still hit him if you went step A: Draw LOF to anyone able to see, step B: Now ignore all their game effects.
So can Lizard be Pulse Waved or not? My gut says yes but I'm curious to see it justified.

PULSE WAVE
Give this character a ranged combat action even if it is adjacent
to an opposing character; the area of effect for this attack is half the character’s range. Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain. Game effects possessed or used by characters with a line of fire drawn to them are ignored until the action has been resolved. If a line of fire is drawn to more than 1 character, this character’s damage value becomes 1 and is locked. Each character hit is dealt damage.

GREIGOTH'S HAMMER
This character can use "Giant" symbol and Running Shot with a minimum range of 4. This character modifies its attack value by +2.

GREAT SIZE
This character can use (Improved Movement: Ignores Elevated Terrain, Hindering Terrain, Outdoor Blocking Terrain and May Move through squares adjacent to or occupied by opposing characters, but still needs to breakaway automatically.) and can’t be knocked back. When this character makes a close combat attack, it may target characters on higher elevations. This character may draw lines of fire (and have lines of fire drawn to it) as if the character occupied the elevation equal to or greater than the elevation it occupies, using the elevation level with the least restrictive line of fire. This ability can’t be countered
In the video the player damaged Lizard for one and Bruce for one.
But reading Great Size also brings up another question to me:
Since Great Size says "may" draw LOF to it as if it occupied a higher elevation, couldn't the Hellfire player just choose not to draw LOF to it as if it occupied Level 2, thus not having to draw LOF to it and thus getting full damage PW on the Bruce Wayne?
This is where this rule from page 17 of the rulebook applies:

If ignoring a game effect would cause a situation where that game effect would not be ignored, then you do not ignore that game effect.
Also, when using PulseWave you don't get to pick and choose who you draw a Line of Fire to. If a character can have a Line of Fire drawn to it, then it must have the Line of Fire drawn to it.
Now...when using a multi-base figure, you can pick just one square (of the many square it occupies) to draw a Line of Fire from. Doing that may allow you to end up targeting only one character.

That sentence almost sounds like a paradox Alright thanks. Could the Hellfire just choose not to draw LOF to Lizard anyways since Great Size says "May" draw LOF as if it occupied.... ??
I think it's pretty clear what it means. If ignoring a game effect creates a paradox, or a loop of it being both ignored and not ignored then it isn't ignored.
Right. That line prevents an "infinite loop" of Lizard going from Giant to standard size. He just gets a LoF drawn to him as a Giant and you don't ignore the effect that makes him a giant.

I added more to my post. The Lizard being Great Size has nothing to do with it. The issue is from PulseWave. You don't get to pick who does and does not have a LoF drawn to them.

Gotcha. Makes sense wording wise. Thanks for the explanation
i think that they are see the pulse wave effect wrong, pulse wave donīt say that they canīt use his game effects, they says that the effects are ignored.
as stated on golden age PG, if they have SS o Barrier, they can still use their effects, also this hapen with giant size, they can still use it.

While Pulse Wave ignores powers and abilities, it does not counter them. Therefore, terrain created as a result of using a power is considered terrain and affects Pulse Wave normally, even if the character generating that terrain is within range of the Pulse Wave. Characters holding an object due to a feat or power would still be able to hold the object and even use the held object (if it helps defensively).
The character using Pulse Wave does not have any of its powers, traits, abilities, or feats ignored during the Pulse Wave attack.
Pulse Wave does not ignore the effects of terrain except as noted in the power.
