Question: If Shuma-Gorath hits 5 Chars with TENTACLE ATTACK while equipped with the Ice Blast ring, would he then be able to place up to 20 blocking terrain markers, or would he only be able to place 4 regardless of how many Chars he hit?

TENTACLE ATTACK: Shuma-Gorath can use Incapacitate as a free action. When he does, he targets up to 5 characters within 5 squares and line of fire that have action tokens.

Ice Blast (Left Pinky)
This character can use Barrier and Incapacitate. When it uses Incapacitate and hits, it may use Barrier as a free action but may only place blocking terrain markers adjacent to the target.

Nothing changes how he is able to use Barrier.

Just once. It just wants to know you hit, so you can free action barrier. It doesnt say "for EACH time it uses incapacitate and hits."

Umm, more importantly, Shuma can't even use the Ice Blast ring, because he doesn't have a left pinky? He doesn't even have fingers so you clearly can't assign any rings to him. I mean, duh.

All the guys in my city that got him are able to take him off the base. It's just pegs going in to his "legs" kind of like Galactus and Ziran from GG.

Shuma can't use the Incap from the Ice Blast Ring because he already has Incap.

Only on certain clicks. Any others where that power isn't showing, he can. Also, the way the ring is worded, he can use the effects.

The rings says
So, he can use Incap, but when he uses Incap (whether from the ring or not) he still gets to use his Barrier as a free action. It's a two part thing that give him an ability when he uses Incapacitate (from any source).

Yep. The most important part is that it's divided into another sentence so it can be taken separately from the fact that it's also trying to give Incap.
