Can Pulse Wave ignore the effect of hindering terrain that gives +1 defense versus ranged attacks ?

Yes, as hindering terrain is not blocking terrain, walls, or elevated terrain, and those are the only things Pulse Wave doesn't ignore.

Yes. The line of fire drawn for Pulse Wave ignores all game effects other than the terrain listed in the power. Since the LoF ignores hindering the attacked characters would not receive the +1 bonus.

Anything that ignores hindering for line of fire will stop the +1 bonus as well. Pulse Wave, Avengers initiative, Superman Ally, Ultimates and Targeting: Hindering are the ones that I am familiar with. These all treat hindering as though they aren't there so generally no stealth and no bonus for their targets.
