Ok, ther is the scenario:

I have Cyclops AvX with the abilitie and ranged combat expert, and adjacent is Bane, which have combat reflexes. My question is, can bane get the +2 to their value defense from combat reflexes if cyclops attacks with and using ranged combat expert?

No Because Cyclops is making a ranged attack and Combat Reflexes only provides a bonus against close combat attacks.

COMBAT REFLEXES
Modify this character’s defense value by +2 against close combat attacks. This character ignores knock back.

RANGED COMBAT EXPERT Give this character a power action. It makes a
ranged combat attack against a single target character; before making the attack, youmay modify its attack value by +2, its damage value by +2, or both combat values by +1

Lando's bolds are key because the words in the powers on the pac are the key to understanding how powers interact. The language is rather deliberate so if things don't match up than there is usually not going to be an interaction as a general rule.
