Sorry if this has already been ruled on but can you use the belt items and to counter team abilities from the falcon? I'm sure you can but the true question is what range you get is it the 3 squares or is it the 10 for team abilities and for instance batarangs for 6? Any help would be appreciated. Thanks.
Iron Pharaoh can draw lines of fire and count range (up to 3 squares) from the Falcon marker...
Iron Pharaoh's Range, or the range of any game effects he uses, does not change when he targets through the falcon. Using the falcon just limits how far he can count squares when targeting.
With a 9 range attack, his Range is still 9, but he can only target upto 3 squares from the Falcon marker.
Also, if his range was somehow dropped to a 2, such as using Outwit while playing against a team with 7 figures using the HYDRA Deep Science Division ATA, he could only Outwit up to 2 squares from the Falcon marker. The 3 squares is a limit, not a minimum.
EDIT: missed your first question. There are no provisions in the Trait that limit what game effects can be used with the Falcon marker, so anything that draws a line of fire should be fair game.
EDIT, Part Deux: Got your utility belt reference.
If equiped with the Utility Belt resource with 5+ items, IP could utilize Battle Plan to nerf a character's TA within 10 squares. If he had the Falcon marker, he could target someone through the Falcon, but he is still limited to a target within 3 squares.

I'm reading Golden Falcon, Soaring differently from you two. I see this as, if IP has a Range Value of less-than-3, he can still count upto 3 squares from the Falcon, but his available targets are still restricted to his Range Value, in the Web in your Eye example, 0.
The Falcon marker does not alter Range, just limits how many squares you can count out to. I see this as similar to the Shadowland map special rule:
A character cannot target a character, object or square more than six squares away.
This does nothing to alter a character's Range Value, it just limits how many square you can count out to when determining a Line of Fire.

It reads to me that the range extends from the falcon, but is limited to 3 squares when doing so. It doesn't seem to need to also be within IP's range.
However, it does seem that if IP's range were reduced below 3, that it would affect the range through the falcon.

If the last year or so of Clix has taught me anything, it's that the rules are becoming harder and harder for me to interpret correctly. What I think I'm reading means and what it's actually supposed to do are all too often complete opposites. Special Powers and Traits have created so many questionable situations that, most times, I don't assume I'm correct until I hear an Orange chime in. Changing my mind on how I read Clix-rules and rulings is now my normal state. I could still be wrong on this, for all I know.

Here's a great way to put the shut-down on Pharoah's Shenanigans.
Since Pharoah's printed range is pretty long (9 squares) you can't modify his range below the 3 he gets through the Falcon, because of the Rule of 3.
You need to replace, not modify, his range value to remove his capability to make ranged attacks through the Falcon.
Remember than even if he is hit by this power, he will still be able to Outwit through the Falcon, since Outwit has a minimum range of 6. Which would still be 3 through the Falcon.
Any effect Replacing Pharoah's range with a number less than 3 will decrease his LOF-drawing distance from the Falcon.

Can "I" (Iron Pharaoh) attack "T" (Target), which he cannot directly see due to "B" (Blocking terrain) but is within its 9 range (4), while checking lof from "F" (Falcon), which is outside its 3 range (6)?

See my quote below for the trait's text. I would say no because it says "draw lines of fire and count range", not "or count range". I believe you must do both because of the "and".

Once as a free action every time Iron Pharoah could legally be given that free action. During a Mind Control, he could be given a free action to move the Falcon or during your turn, he could just normally take a free action to do it.

Remember it is not countering team abilities, it says that character can't use team abilities for duration
