Now if I do a running shot and Pulse Wave in range of Professor X, do I still get 2 action tokens?

yes, because the effect of Professor X trigger when you give the power action, before the activation of PW

If you're using RS to come WITHIN Prof X range, then no, the power action was given outside of his range.

Yeah, if the action to use Running Shot was given outside of Xavier's range then you're fine, otherwise it's two tokens.
