I would think not. It would be impossible to independently verify the ruling simply because it isn't stored in a publicly viewable forum. That said, if you get a ruling PM, consider making a thread to cover it.

I will say this; occasionally I have discussions in PM that I would never have in the open. That being said, if one of the other RD's had their private conversations posted I would not call that a 'ruling.'

Rules questions that come up outside of a tournament should be directed to the Rules Arbitrator. The rules arbitrator can be found online with the screen name Necromagus. Posts on message boards by Necromagus or an appointed Rules Deputy (Harpua, normalview, Quebbster, and vlad3theimpaler) are also legitimate means of rules communication. When two on-line posts conflict, the one with the later timestamp is deemed accurate. If an on-line post conflicts with any of the documents listed above, the document is deemed accurate. The rules team can also be contacted at [email protected].

But a post from Necromagus officially said rulings from Harpua, normalview, Quebbster, and vlad3theimpaler are no longer official and posts from usernames Mister Id, rpgambit, chrisdodmil, and laenan are official. This is more recent than that rules document, so it is more accurate than this document. Also, since they interpret the rules, their posts don't ever technically conflict with the existing rules, they are new interpretations of the rules. Them claiming a move action requires you roll 2d6 and need to get a result greater than the date to succeed at performing the action does not conflict with the existing rules on move actions, it simply reads them in a different way.
