WORKING TOGETHER:#When Captain America and Black Widow use the Duo Attack Ability, they may target more then one character with a ranged combat attack and ignore damage modifiers from the Duo Attack ability.
So since duo attack no longer creates a damage modifier, the DDM does, will this power even have an affect? Is this just an oversight in wording and needs a PG clarification?
SHIELD & STING:#When Captain America and Black Widow use the Duo Attack ability, they can use Incapacitate instead of one of the attacks.
Aside from the potential issue with their other special power, if they chose in cap as the first attack with duo ability, would their damage be reduced for the second?

Except Duo Attack is not exempt from the DDM.
Edit: Sorry, reread and you said it DOES take a modifier from DDM. My bad.
Would the DDM modifier kick in if one of the targets already had 2 tokens while using incap for the 1st attack? I saw that if a Mystics TA is incapped with 2 tokens the attacker is dealt the damage from the TA. I guess you could just get around that if it does by using incap as the 2nd attack

No.
An "attack that deals no damage" is a specific type of attack. Incapacitate and Mind Control (and some other special powers) are "attacks that deal no damage". They follow special rules exceptions like not being affected by critical rolls and not activating the DDM. While they possibly have the potential to cause damage, they are still "attacks that deal no damage".
Mystics just cares if it was dealt damage from an attack. The type of attack is irrelevant. As long as it was an attack and it somehow dealt damage during the attack, then Mystics triggers.
