I thought in the past, that a taxi that could use PW, had to put the person down first before making the attack. (A-La running shot PW). Now my questions.
Can a taxi pick up an adjacent friendly and make PW attack? So the passenger wouldn’t be hit with PW attack?
Does it work the same for Takion’s power? Wwould the passenger be dealt damage by PW if he was carried through the use of Takion’s the power?

It all depends on how the character is using Pulse Wave.
Normally, Pulse Wave is activated by a ranged combat action. The only move-and-attack type power that typically allows a ranged combat action to be used is Running Shot. So let's look at that:
RUNNING SHOT
Give this character a power action; halve its speed value for the action. Move this character up to its speed value and it may be given a ranged combat action as a free action.
So you move first (up to half the speed value) and then use PW. When a character uses Carry, it can only carry a character while it is moving; after the movement ends, the carried character is placed adjacent to the character that just moved. So, with Running Shot, you'd place the carried character before you could use PW.
Takion can use PW during Hypersonic Speed, though. That's much different than Running Shot. For reference:
HYPERSONIC SPEED
Give this character a power action and move it up to its speed value. It adds 2 to its d6 roll when breaking away and can use IM: OO. During its move, this character may, as a free action, make one close combat or ranged combat attack with its range value halved for the attack. This character must be in a square where it could legally end its move in order to make the attack.
The attack comes DURING the movement; a character that is carried would not yet be placed. Since Takion can use PW during HSS, Takion uses PW while he is still moving. Any carried character would not be adjacent to Takion when he uses PW in this way.
So what if a taxi just picked up a passenger and made an attack with out moving and wanted to PW? Would he (PW'er) have to put him back down then make the PW attack? (Not using any move and attack's).

How is the taxi doing that?
Is it using Running Shot? Then the carried character is placed back on the map first.
Is it using HSS? Then the carried character isn't placed back on the map until after the movement ends... which is after the attack.
Is it not moving at all and just using Pulse Wave? Then it can't use the Carry ability at all. Carry requires movement of some kind.

Gottcha, this makes sense. I thought that if you moved zero squares that would let you carry. I gotcha, I was trying to basically carry someone so they weren't on the map when i used PW to hit my opponets. THansk for you insight.

You can do that. But in order to do so, the character still needs to do something that would let it move, like using Running Shot. Just use Running Shot and then choose to move 0 squares. A 0 square movement can actually be very useful because it lets you reposition the carried character (maybe to get away from an adjacent opposing character) or maybe allow your taxi to also pick up an object if it can use Super Strength.
A range combat action, by itself, involves no movement at all so no Carry ability.
