Character A hits Character B for 5 Damage (non-penetrating). Character B has Invulnerability and the Pacification BFC is in play.

Which activates first or do they activate at the same time? Does Invulnerability dropping the damage to 3 void Pacification or is the damage reduced by 3 [2 INV. + 1 PAC.].

I believe that both would be in effect. The BFC reduces damage dealt. The defense power reduces damage taken. Two different modifiers, seperate effects.

If the effect of Pacification is considered an effect the character can use, than the player has to pick one. If not, then Pacification does occur first, but not because they modify two different things. Both modify damage dealt, but Pacification triggers when damage would be dealt, while Invulnerability directly modifies damage dealt, meaning as it happens.

Keep in mind, this is a very old game effect and it hasn't ever really been updated. At the time it was first presented, we didn't have the "damage reducers don't stack" bit in the rules, because that just couldn't happen. In fact, from the PG:
PACIFICATION
- In order to be reduced, the 4 or more damage must be dealt to a single character.
- This BFC would activate any time the damage dealt reaches 4 (or more), even if another effect (like Toughness) would reduce it below 4 later.
Obviously, that does not match the current version of the rules. However, the intent is quite clear (based on that PG entry)... so your judge is free to rule as they see fit.
