Are the Spider bots you place on the map coming from outside the game? I might be splitting hairs, but the "you may place a Spider-Bot on the map" seems to indicate that the bots come from outside the map, if not, why point out that you place it ON THE MAP? Other figures that place stuff (not just figures) say "place X wherever":

And figures that summon stuff say on the map:
Again, I may be obfuscating the meaning, if I am it's not my intention.

I don't think that the power brings in a new Spider-Bot. I think it relocates an existing Spider-Bot.

If the result is higher than the total number of friendly Spider-Bots currently on the map and attached, you may place a Spider-Bot on the map up to that many squares away.

I think if you have three Bots and and roll a 4 or more and and one is on the map (not attached) then that one may be placed up to four squares away.

That is how I read it at least.

It allows you to bring in new Spider-Bots.

This game is not very consistent with its wordings, so looking at other powers doesn't help that often.

New one. The game has never referred to a 'friendly character' as a 'character on the map'. If it meant an existing Spider-Bot, it'd read:

SPIDER-BOTS: Give Superior Spider-Man a free action and roll a d6. If the result is higher than the total number of friendly Spider-Bots currently on the map and attached, you may choose a friendly Spider-Bot (possibly with the clause 'within line of fire'?) and place it up to that many squares away. Give Superior Spider-Man a power action to attach an adjacent friendly Spider-Bot if less than two are attached.
