Does the Damage Depletion Modifier activate anytime a makes more than one attack, except furry, because it says it doesn't activate? Such as FI029 Colossus' special charge or GG038 Thing special damage power. I know there are more but I'm trying to understand when it is applied. Thanks

Correct, Dollowmite. Flurry gets around it due to the line about ignoring it. The Cap and Black Widow duo have older wording that ignores the -1 from the Duo Modifier, but this has been ruled to be synonymous with ignoring the Damage Depletion Modifier.
