TECH-GURU TO THE UNDERWORLD: Weasel can use Enhancement, and once per turn when he does, also modify the attacking character's attack and range values by +1.
ENHANCEMENT When an adjacent friendly character makes a ranged combat attack, this character modifies that adjacent friendly character’s damage value by +1.
I tried finding an answer to this with no luck so I posted. Can you give an adjacent friendly the +1 for attack for close combat. The way everything is worded it seems like Weasel activates enhancement, thus activating +1 to attack. Then the adjacent friendly receives no damage bonus because of no ranged attack being made.

The answer is no, he would not get the +1 stat boost to attack for close combat. In order for you get the +1 bonuses to attack and range, you would have to activate enhancement. In order to activate enhancement, you need to be given a range combat attack. Since you would be based, you would not be able to be given a range combat action, which will not activate enhancement, which will not give the bonuses.
If we could only activate powers if the recipient could receive the effect how can we support with highfather on a fully healed character?
Because nothing in the Support description states it can't be used on a character that can't be healed. Normally, it would be a waste of an action, but you can do it if you wish.
Enhancement, on the other hand, clearly states that it functions with ranged combat attacks. No mention of close combat is made.
When game effects are triggered from using a power or ability (typically using a phrasing like “When he does…”), it refers to when you are given an action to activate it if there is an action option for the power (ie, Charge or Force Blast) or when you choose to utilize an effect when the effect works in conjunction with an action (ie, Blades/Claws/Fangs or Carry.

He's right(see quote). Enhancement is a ranged ability, and can not apply to close combat attacks. Let's break down the ability for comprehension:

Don't have range? There are plenty of relics that grant you range, most notably the sniper rifle.

Thanks for the back up bit just wanted to clear something up here: you do not give the person with enhancement when someone else uses the power. Only the person making the attack gets a token.
