ASM Carrion is littered with poison, if i remember right all his clicks have poison except one, he has a special poison though
RED DUST OF DEATH: Carrion can use Poison. When he does, adjacent opposing characters less than 100 points are dealt 2 damage instead of 1, and adjacent characters of 100 or more points are also given an action token.
so my question is. Can i give him the red lantern ring to make his poison penetrating?
No. Carrion can allready use poison so he would not be able to gain it from the ring unless his is countered. And the penetrating poison damage granted by the ring is only refering to using the poison granted by the ring. In order to work with any poison it would need to say "when using poison" instead of "when using it".

Player's Guide Section 01 page 4:

So I have a question if someone didn't have poison picked up the red lantern ring then was knocked onto a poison click would the rings penetrating poison be the one you use because it was there first or the one on the dial because its on the dial

The dial always takes precedence. So in your scenario the character would use the poison granted by the dial instead of the ring's poison.
Is the dial taking president something stated in the rulebook somewhere or is it just a rule of thumb wizkids has always gone by? Cause that feels like it really needs to be in there somewhere

As far as I know it is not mentioned in any official rules document (rulebook and player's guide). But it has been stated numerous times by the official rules guys.
