So two questions just to verify.
1) this affects friendly characters and opposing, yes?
2) does ignoring characters for movement bypass this power? As for most things you pretend the character isn't even there? Or is this like JL52 deathstroke, and it doesn't get ignored?
A good defense will only last for so long, before you must crush your enemies outright!

1. Yep. Every character except himself. To include any other Turtles on the map.
2. No, ignoring characters doesn't ignore his effect. His ability doesn't affect how a character moves in any way, it just checks if they moved 5 or more squares. If they do, his effect is triggered, and it takes place.

To avoid having someone else read the bold part and get confused, the reason given is not the reason why Deathstroke still gets to make his damage roll. With Deathstroke you have an issue of timing.
The wording of DS's power is such that it doesn't check for anything during the movement (when stuff is being ignored). The way it works is that AFTER the action of the movement is resolved the power looks back to check on what happened during that action. At the time the check is made nobody is moving, so nothing is being ignored when it matters, but during that movement the power was indeed being ignored.
Right, yeah. That's why I used it as an example, sorry I wasn't more specific. It came down to me explaining it using deathstroke and heimdall as opposing examples. Heimdalls happens as you go up to him. DS's is after you have moved (or actions resolved in other words) was my point.
