I want to give Loki blades/claws/fangs on the same turn he's "released by grief".

Nightshade
WEREWOLF SERUM:#At the beginning of your turn, you may choose an adjacent character. That character can use Blades/Claws/Fangs, and possesses Battle Fury but can't attack Nightshade. When rolling a D6 for Blades/Claws/Fangs, the chosen character subtracts 1 from the result, minimum 1. These effects last until your next turn even if this power is countered or lost.

I don't think it's targeting.

Choosing is not, by default, targeting anything.

Close combat attacks automatically target.

Ranged combat attacks, because they draw LOF, automatically target.

Drawing LOF for other reasons, also target.

Otherwise, an effect only targets if it specifically says that it does so.

Yeah, I had one person tell me on another page that choosing and targeting are the same thing. It didn't sound right, so I figured I'd check here.
