CLOAKING TECH: Black Panther can use Stealth and Toughness. When it isn't your turn, lines of fire to him are blocked if he is adjacent to blocking terrain.
A = opposing character with Ranged Attack and Improved Targeting: Ignores Blocking Terrain
B = friendly Black Panther
X = clear terrain
O = blocking terrain
Questions:
1 - In Diagram 1 , character A may attack my Black Panther (character B) ? If the answer is "No" , there is some way that make this attack possible ?
2 - In Diagram 2 , character A may attack my Black Panther (character B) ? If the answer is No, there is some way that make this attack possible ?
3 - In Diagram 2 , if character B is any other character (like Hulk example) , to character A hit character B , he must have at least 3 Damage (to destroy blocking terrain) ? or even if A has only 1 damage, he can hit character B ?
Black Panther is adjacent to blocking terrain. What you may or may not ignore for LOF purposes does not matter... BP is still adjacent to blocking terrain and LOF is blocked.
The only commonly available way to attack BP at range would be with Pulse Wave since it would ignore his trait.
For #3, the damage value of the IT character does not matter.
To expand on what Norm said, any character with IT:Destroys Blocking will destroy blocking regardless of the amount of damage as long as it's an attack... you could Incap or MC "through" Blocking terrain and still destroy it. You can also OW, Perplex, or Prob through it without breaking it (as those are not attacks) because the specific ability says: "Ignores blocking terrain. When a ranged combat attack resolves, any blocking terrain along its line of fire to the target is destroyed."
But yes, Black Panther's trait triggers off of the terrain, the terrain itself isn't what is blocking the LOF, which is why IT:Blocking wouldn't work against him.
