If a figure with Superman enemy starts her turn next to a lower point figure with Superman Enemy and then moves next to another lower point figure with Superman Enemy does the figure lose the Outwit or regain it?

As Spock implied, both of these happen. You lose outwit and then regain it.
If you had already used Outwit, then the outwitted power returns and, unfortunately, you can't use outwit this turn (even though you regain it) because you can only outwit once per turn.
If you haven't already used outwit then you can use the regained version.

I disagree. The Superman Enemy ability is "checked" at the beginning and end of the action; at both times, you are fulfilling the requirements, and so Outwit should never actually leave your dial.
This team ability does not change during an action, but only at the beginning/end of an action. For example, two Superman Enemy characters of equal point value are adjacent. One of them moves 3 squares away, and then back as one move. The character that had gained Outwit does not lose it, and they do not constitute a new pair, since they were not adjacent only for the duration of the move (at the beginning and end of the action, they were adjacent).
There is some ambiguity, though, and they do make special mention of it being the same pair. I'd say it could go up for grabs.
I was sorta using the same quote but I thought the "and they do not constitute a new pair" reference helped my case.
This is a funny one though: every time I read it, I interpret it differently. Heck, even if it's a new pairing it still doesn't mean the outwit was interrupted (as HeroComplex said).
So as before, when in doubt follow HC.

Had an eye-opener with SupEnemies during Marquees this weekend.
A player that drew two LexCorp Battle suits and two Legion chars (CBoy and SGirl) was gaining 3 outwits when they were lined up together - one Outwit for EACH pair! I'm sure this has been used plenty of times before, but I'd never seen/thought of that kind of combo. He also had a Deathstroke so 4 Outwits on some turns and he kicked some butt in the sealed environment.
That was my situation, I had a R Lex Corp, R Live Wire, R Saturn Girl, V Saturn Girl, R Green Lantern. I had to be carefule about placement and such if I wanted to continue using an outwit I used before moving the whole team, and on which LEgoin I changed to Green Lantern.
I think HeroComplex's quote exists so that someone doesn't move a figure away and back to gain another outwit.
