i would assume, that as long as quicksilver is adjacent to the character with empower while making the actual attacks, that it would work.
for the second question however, to my understanding since quicksilver is carrying h.e.n.r.y., h.e.n.r.y. is not on the board, so he cannot use empower at all.

Just note that you cannot place the carried character before the HSS attack. The attack is made during the movement and the carried character is not placed until after the movement.
Correct answers here - there's a misperception that a HSS action is this:
move, attack, move
it's not two separate moves.
It's one move with a "pause" to make a close or ranged attack, followed by the remainder of the move. Which means a carried figure is still being carried at the time of the attack.
Just note that you cannot place the carried character before the HSS attack. The attack is made during the movement and the carried character is not placed until after the movement.
QS is not carrying HENRY, but my other friendly is.
So I carry HENRY with X23 and move adjacent to the target and place X23 and HENRY adjacent to the target.
He can't place Henry until his Move is done, and if his move is done, he can't attack attack anymore for the HS action. However, it is interesting that he could move next to the target, place his Shadow, continue moving to where Henry and whoever else waits, then flurry with the empower before finishing his move.
correct, if figure 1 is doing the move/carry/drop and then figure 2 is doing the HSS and making the attack while adjacent to the figure which was carried/dropped and has empower/enhancement, then figure 2's attack will receive the benefit.

Note that the move starts before and ends after the attack
QS is not carrying HENRY, but my other friendly is.
So I carry HENRY with X23 and move them somewhere appropriate, having X23 end her movement adjacent to where Quicksilver will end up, likely around a corner so you cannot PC his attack roll when he flurries from his cyclone thingy.
