After actions resolve, make a close attack targeting all characters he moved through. Hit characters are dealt 3 damage instead of normal damage and placed into a square that Juggernaut didn't move through adjacent to their current square.
Yes if you roll a 5-6. Because he makes the attack after actions resolve if he moved their squares if there were 3 Charaters and number 2 had shape change and number 3 was friendly you would roll one attack targeting everyone. And if shape change was rolled Juggs would be fooled. Nothing says attack can t be evaded or reduced.

You are correct, but not for the reason you think.
SHAPE CHANGE When this character is chosen as the target of an attack, you may roll a d6. On a result of [5] or [6], the attacker can’t target this character with an attack this turn and the attacker may choose another target character instead. The attacker then makes the attack unless there are no targets, in which case the action resolves without an attack.
Nothing the Shape Change description says a word about evasion or reduction. Instead, Shape Change straight up keeps the character from being attack at all. It doesn't *DODGE* the attack... rather the character is never attacked in the first place.
The only requirement for Shape Change to activate is that the SC-using character is targeted with an attack. Does Outta Da Way target?

Yes, it does. So Shape Change can keep Juggernaut from attacking the SC-using character.
Since you can only target characters you moved through, you have no options for a new target, and since the attack isn't until after actions resolve, you can't choose to move in a different direction, or extend your movement.
On a side note, I guess this would be an option if you were looking for some friendly fire, with the extra benefit of getting your character out of your starting while still being able to give them an action, if you don't have TK.
