Can World's Finest ignore Damage Depletion Modifier?
"WORLD'S FINEST TEAM: World's Finest's power and abilities can't be countered and their combat values can't be decreased."
"Each time an attack resolves, modify the attacker's damage value by -1 (minimum 1) until the end of the turn. "

They don't ignore it, per se. It still activates each and every time they attack. It just doesn't matter, though, in terms of their damage value since it can't be modified.
But let's say there was a hypothetical special effect that stated that every time a character triggered the DDM, that character would take a click of damage. If such an effect existed, World's Finest would take that damage since they aren't ignoring the DDM.
So Can I assume that Outsiders TA would also stop the Damage Depletion Mod?

Yes. Those are combat value modifiers.
Outsiders can be used to great effect on your own guys in several ways.
Two other common ones are negating the -2 speed for Carry and the -2 attack for Move & Attack.
TW S and TW B - I assume both were the SR, otherwise, why bother.
I haven't yet seen Cypher in action, have seen a discussion of Mr. Thunder - looks pretty rough to face in play.
We have an event coming up later this month - called "6 degrees of separation". 800 points, exactly six figures - call them A through F. Pick A, pick a keyword, B needs to have that keyword. Pick a different on B, C needs to have that keyword, etc. So you "daisy chain" through 6 figures using keywords in common.
It's not stipulated, but I think it's intended that you have 5 different keywords. Else they could all be GLC or something like that.
After we play it, I'll share my list - hint - both of those SR are on it. And some with a JL keyword who's "marvelous". And someone with a "ruler" keyword who will shine like the son.
HSS + SS + PC is rude, but RS + PW + PC is ruder. Particularly with 12 speed.

My scenario was 700 points, golden age with no tactics. You had to have exactly 7 different characters and exactly 7 different team symbols.
There were purposefully loopholes in there. If you wanted to do a straight-up team of seven guys each having a distinct symbol that was obviously fine, but there was nothing preventing you from doing stuff like I did with Cypher and Toymaster. Cypher had two symbols, so that opened up a spot for the symbol-less Toymaster.
For your scenario, I would be curious if something like 6xPredator X would be allowed.
PX-A shares Animal with PX-B.
PX-B shares Purifier with PX-C.
PX-C shares Animal with PX-D.
etc.
